Meet the Team

Co-Founder and President

ATEF RAFLA MD

Dr Rafla founded PGS and currently serves as the company President as well as the Chairman of the Board of Directors. He is actively involved in building significant and profitable upstream businesses in the oil and gas industry with a balanced portfolio of assets and an international footprint spanning three different countries. He is a member of the American Board of Anesthesiology and finished his medical training at the University of Southern California.

Chief International Officer

MAEL OTALY

Mael Otaly is a Gabonese born entrepreneur. With a Bachelor's in Business and Communication, Mael started his career as an independent political consultant, working mostly in West African countries. He shifted his interest to marketing by starting his own advertising company Frontrow Image in Gabon. Armed with this success, he moved to Los Angeles, CA to start a career in the entertainment industry as a producer.

Multi-faceted and multi-talented, Mr. Otaly brings his extensive experience to Africa to expand the reach and scope of PGS. He also works with the non-profit foundation, RESTORE created by Dr. Michael K.Obeng alongside the OMAR BONGO ONDIMBA FONDATION to provide free reconstructive surgeries in his home country every year.

Co-Founder and Chief Technical Officer

MATT ATTALLA

Matt Attalla held multiple executive positions in the Oil and Gas industry. He is a cofounder of PGS Oil and Gas. He has previously served as a chairman Aquamarine and Aquamarine EPC Corp. Matt has over 25 years of experience working with exploration and production companies in various management roles around the world in both conventional and unconventional resources. He has extensive experience in the Middle East. He received his Master's Degree in Mechanical Engineering.
